Cleveland Street near Vance scheduled to close temporarily Published Feb. 28, 2014 VANCE AIR FORCE BASE, Okla. -- Cleveland Street is scheduled to close March 3-7, from just south of the traffic light at Rupe Avenue to Norman Road, for waterline construction. Baker (West) Gate will be accessible by using Southgate Road. The city of Enid will install a 10-inch dedicated waterline from the recently completed elevated storage tank to the base. The waterline, which supplies Vance Air Force Base, will be cut Tuesday, March 4, for about half a day, according to the project manager, Murali Katta. Water service on base will not be affected due to the water storage system at Vance AFB.
