CFC kick-off breakfast prompts review of fund-raising rules

VANCE AIR FORCE BASE, Okla. -- A breakfast kicking off the annual Combined Federal Campaign was held Oct. 3 at the Community Chapel Activity Center. It was attended by 184 Team Vance members and launched this year's drive for donations.

Col. Darren James, the 71st Flying Training Wing commander, spoke at the breakfast about the value of giving back before signing his own CFC pledge to donate.

The 2013 campaign began Sept. 30 and will run until Nov. 8. It is one of two fundraisers authorized for the workplace. The other is the Air Force Assistance Fund.

Now that the 2013 CFC is underway it's a good time to review fundraising guidance.

Team Vance members assisting with this campaign must ensure that contributions are voluntary and employees are not be coerced in any way to make contributions to the CFC. Additionally, no one may establish lists of persons who do not contribute to this campaign.

During the CFC, all other fundraising activities in the workplace are prohibited.

This does not mean people cannot conduct any fundraisers. The key is to distinguish between "in the workplace" and "away from the workplace."

The workplace includes offices, hangars and the flight line.

Areas considered away from the workplace include base quarters, entrances, lobbies or concourses of buildings, schools and chapels.

Fundraising events that support local internal programs may be held away from the workplace during the CFC.

These events must be approved by the 71st FTW commander, or his delegate, and cannot detract from the CFC campaigns. Such events must be conducted by Air Force members to raise funds for the benefit of Airmen - like a squadron bake sale.

Private organizations and unofficial activities must send a fundraising form to Jeff Patton, the 71st Force Support Squadron chief Contracting Officer Representative for community services and lodging, before conducting a fundraiser. For more information and coordination, call 213-6553.
