Faced with budget constraints in the present and future, front-line supervisors and commanders must lead the way in developing the mindset of a cost conscious culture, said Gen. Edward Rice, commander of Air Education and Training Command.

One way Team Vance will embrace General Rice's guidance is by self-inspecting to improve unit supply efficiency, beginning Aug. 10.

"The idea is for offices to go into their supply closets and clean them," said Terri Schaefer, the Air Force Smart Operations for the 21st century strategy and program manager at Vance.

"People should be able to walk into their supply closets and within 30 seconds, find what they are looking for," Schaefer said. Anything in the closet that isn't used anymore should be in the hands of someone who can use it, she said.

"Let's say you have four cartridges of printer ink for a printer you no longer have. There is a link on the Sharepoint page for excess government supplies and equipment called 'Leon's List,'" said Schaefer.

The link for Leon's List is on the Sharepoint homepage under Popular Links on the right side of the page, said Schaefer.

Users are able to post their excess supplies on Leon's List and set a date when the items will go to the Defense Reutilization and Marketing Office if no one needs them, said Schaefer.

"Cost conscious culture is a way for everybody to look at their units and identify ways of doing it better," said Schaefer. "AFSO 21 gives us the tool set to put those ideas into action.

"People are welcome to do this on their own, but I would encourage them to seek out their unit AFSO 21 'green belt.' They have been trained to do this kind of thing," said Schaefer.

Green belts are people who are AFSO 21 certified efficiency facilitators.
