Contracting officer named Vance Warrior of the Week Published July 3, 2012 By Airman 1st Class Frank Casciotta 71st Flying Training Wing Public Affairs Office VANCE AIR FORCE BASE, Okla. -- Nellie Martin, an administrative contracting officer, was selected as the Vance AFB Warrior of the Week for her involvement with Vance Plan 202. Vance Plan 202 was designed to mitigate the impact on the base, and to keep Vance Airmen neutral on the subject, had there been a labor dispute during recent contract negotiations between the base contractor and the labor union representing its workers. "Vance Plan 202 is like 'Plan 9 From Outer Space' since it's prone to mistakes and assumptions, and the consequences of a bad execution could be significant," said Thomas Patton, the chief of the installation contracting office. "Nellie developed briefings to explain the plan to Wing leadership and developed training while still maintaining her normal duties," said Patton. Martin was surprised when she found out she was named Warrior of the Week. "I couldn't believe it," said Martin, an Elgin, Okla., native. "I was just doing my job." As one of only two contracting officers on base, Martin oversees the compliance with the Computer Sciences Corporation Applied Technologies contract, which employs more than 950 contractors on base. "It's my job to make sure the government receives what we are paying for," said Martin. She has been working at Vance 19 years and is a 35-year civil service veteran. "I enjoy my job and working with people," said Martin. "It's always interesting in this office. "I'll be retiring in 2014 -- at the latest," said Martin, emphasizing the word "latest." "When I do I plan on spending time with my two sons. One lives here and the other is in California. I will also do some quilting," she said.
