Wiles 71st Flying Training Wing Public Affairs VANCE AIR FORCE BASE, Okla. -- All but $1,000 of the $94.2 million operations and maintenance budget at Vance was spent when the men and women of the 71st Comptroller Squadron and the 71st Contracting Flight left the building at 1:30 a.m., Oct. 1. "We were able to fund everything on our unfunded list except for some pavement repair," said Maj. Tina Nguyen, the 71st CPTS commander. In the final month of fiscal 2010, the beginning of approximately $5.7 million of what is called fallout funds, not counting incentive monies, was made available for Vance to spend. "Because we were able to obligate 99.8 percent of the budget by Sept. 23, Air Education and Training Command sent us another half a million dollars for doing things fast, and right," said Dianna DeLany, the 71st CPTS budget officer. Total fallout funds available this year are down from fiscal 2009. "We had $28.8 million last year," said Major Nguyen. This year the total was $6.8 million. "There was less facility and specific project funding and no energy savings award," she said. Despite the difference in totals, more requirements, or quality of life type purchases, were funded this year, said Major Nguyen. Those requirements ranged from a treadmill in the command post to burying power cables around the base. Contracting experts worked late with the Comptrollers on the final closeout Sept. 30 to ensure fallout purchases were finalized at Defense Finance and Accounting Service in Limestone, Maine. "We supplied the money and they connected the funds with purchase contracts," said Ms. DeLany. "When the last funds were obligated and the final contract confirmed late Sept. 30, we opened a bottle of sparkling cider to celebrate the end of another successful year," said Major Nguyen.
