Vance lawyer selected for cyber law training Published Sept. 17, 2010 By Joe B. Wiles 71st Flying Training Wing Public Affairs VANCE AIR FORCE BASE, Okla. -- Vance's deputy Staff Judge Advocate, Capt. Jeff Biller, was recently selected to participate in the Air Force Judge Advocate General's Master of Laws degree program. He will be reassigned to George Washington University Law School in Washington, D.C., next August for the year-long education opportunity. Captain Biller began his Air Force career at Fairchild AFB, Wash., as an enlisted Survival Evasion Resistance Escape instructor in 1999. Along the way he was commissioned as an intelligence officer and completed a law degree through the Funded Legal Education Program. He applied for the master of law program this past May. Degrees are offered in government contracts, labor law, environmental law, international law and a few others. Captain Biller requested cyber law because it is a cutting edge area. "There are a lot of areas to explore in cyber law and how Air Force operations fit into the legal framework," he said. "Cyber law includes both cyber crimes and cyber warfare. We are still determining what we can legally do within U.S. and international legal parameters." He doesn't know where he will be assigned after the masters program. Two possibilities are Lackland AFB, Texas -- home of 24st Air Force, the Air Force cyber component - and Fort Meade, Md., home of the U.S. Cyber Command. Having a specialization in cyber law would be an asset should he choose to practice law as a civilian after his Air Force career, said Captain Bill. "Then again, I may just retire to my mountain top in Idaho and commune with nature."
