No specific dates for conversion from NSPS to GS at Vance

Department of Defense civilian employees under the National Security Personnel System at Vance will transition back to the General Schedule pay system over the next two years.

The transition is a result of the National Defense Authorization Act of 2010, signed into law by President Barack Obama on Oct. 28, 2009. The act included a provision to repeal the controversial NSPS

At Vance, 166 current NSPS employees will make the transition to GS. The NDAA 2010 requires the conversion back to GS be completed by Jan. 1, 2012.

The Air Force Manpower Agency at Randolph AFB, Texas, is currently reviewing classifications for Vance employees, said Rhonda Coleman, the Civilian Personnel director with the 71st Force Support Squadron here.

For the most part, Vance civilians will revert back to their original GS position description, said Ms. Coleman. Supervisors will not be able to change the position descriptions until a current moratorium against revision is lifted.

All new employees at Vance will be hired into GS positions.

Specific dates for conversion at Vance have not yet been determined. "There are many issues that must be resolved and processes to be worked out," said Ms. Coleman.
