Laura Rosenzweig Office of the Staff Judge Advocate VANCE AIR FORCE BASE, Okla. -- Nonjudicial punishment is a disciplinary measure used to promote positive behavioral changes in servicemembers without the stigma of a court-martial. Action under Article 15 can be based on a violation of the Uniform Code of Military Justice or violations of state or federal laws. Punishment under Article 15 can affect promotion and assignment availability. Three Vance members received Article 15s from October to December 2007. ● An airman first class who was drunk and disorderly received a suspended reduction to airman, forfeitures of $300 pay for two months and a reprimand. ● A second lieutenant who operated a motor vehicle while under the influence of alcohol received forfeitures of $1,234 pay per month for two months and a reprimand. ● A captain who viewed pornography on a government computer received forfeitures in the amount of $1,000 pay per month for two months and a reprimand.
