Two Vance members receive Article 15 punishment Published June 6, 2007 71st Flying Training Wing Staff Judge Advocate Office Vance Air Force Base, Okla. -- The following Article 15 actions were imposed against Vance AFB personnel during the first quarter of 2007: A senior airman who consumed alcohol within 8 hours of duty and was incapacitated for the performance of duties received reduction to airman first class, 14 days extra duty and a reprimand. A senior airman who possessed explosives in the dorms, failed to return government property, stole a check book and wrote a check without sufficient funds received reduction to airman first class, suspended forfeiture of $864.00 pay for two months and a reprimand. An Article 15, also known as nonjudicial punishment, is a disciplinary measure normally used to promote positive behavioral changes in service members without the stigma of a court-martial and federal conviction. Action under Article 15 can be based on a violation of the Uniform Code of Military Justice or violations of state or federal laws. Punishment under Article 15 can affect promotions, assignments and re-enlistment opportunities.
