Vance AFB inspected Published Jan. 5, 2007 By Public Affairs Public Affairs Vance Air Force Base, Okla. -- An internal Environmental, Safety and Occupational Health Compliance Assessment Management Program review was April 19 to 23 at Vance Air Force Base. The Air Force designed the ESOHCAMP to ensure compliance with all applicable pollution control standards. Col Fred Cheney, 71st Mission Support Group commander, headed the evaluation. Other evaluators included Maj Steven Dubriske, 71st Flying Training Wing legal; MSgt Terry Jewell; 71st FTW quality assurance; SSgt Wendy Beltran Del Rio, 71st Medical Group; Kathy Burge, 71st FTW operations plans; Randy Hakman, 71st FTW safety; Robert Gallegos, 71st Logistics Readiness Squadron; Doug Kohutek, DynCorp quality safety; Bill Black; DynCorp aircraft maintenance; Shannon Elledge, DynCorp civil engineer; Mark Buthman, DynCorp CE; and John Felt, Jr, DynCorp CE. The team reported no significants, one high vulnerability, eight low vulnerabilities, two management practices and five positives. "We demonstrated good teamwork in making Vance [AFB] a safer place, however we need to maintain constant vigilance to prevent potential hazardous situations," Colonel Cheney said. "We will prepare a Management Action Plan that will address how to correct the findings," Mr. Felt said. "[Saying I'm] happy with the results is a double-edged sword. We are writing findings against ourselves. That can be difficult at times. However, I am happy with the findings as they give us an idea of where extra emphasis in compliance issues needs to be placed." Areas inspected included air emissions, hazardous material management, hazardous waste management, pesticide management, wastewater management and occupational health management. Inspectors completed the following: n Reviewed records relating to hazardous material inventories and applicable federal, state and military regulations, including Material Safety Data Sheets. n Inspected hazardous material storage rooms, outside storage facilities and hazardous material lockers to ensure flammables and combustibles are stored on separate shelves. n Ensured hazardous materials placards are in place and information is current. n Confirmed all hazardous materials are properly labeled and that labels are legible. n Performed a regulatory review ensuring compliance programs were functioning properly (i.e. permits, plans, and documentation.)
