Vance Airman receives Article 15, Airman administratively separated Published Feb. 5, 2015 By Airman 1st Class Graham Davis 71st Flying Training Wing Staff Judge Advocate Office VANCE AIR FORCE BASE, Okla. -- Vance commanders took administrative action against two airmen here during the fourth quarter of 2014. One military member received an Article 15 non-judicial punishment. A first lieutenant was given an Article 15 for engaging in an unprofessional relationship with a senior airman. The member received forfeitures of $1,000 pay per month for two months, of which $1,000 pay for one month was suspended, and a reprimand. An Article 15 is a disciplinary measure used to promote positive behavioral changes in service members without the stigma of a court-martial. It can be given for violations of the Uniform Code of Military Justice or violations of state or federal laws. Punishment under Article 15 can affect promotions, assignments and re-enlistment opportunities. In a separate case, an airman first class was separated for failing to attain an overall score of 65 on his Career Development Course test. The member failed the CDC test twice. The member received an Honorable separation. Separations are characterized in three ways: Honorable, Under Honorable Conditions and Under Other than Honorable Conditions. Separation actions are not punitive in nature, but depending upon the circumstances, they may have adverse effects on an individual. For some discharge basis, Airmen must be formally counseled concerning their deficiencies and given an opportunity to overcome them before the commander recommends discharge. Commanders tailor decisions on each punishment to the circumstances, seriousness of offenses committed and the member's past disciplinary history.
