Phillips Avenue repaving begins March 31 Published March 18, 2014 VANCE AIR FORCE BASE, Okla. -- Phillips Avenue on base will get a new asphalt surface during a two-phase construction project scheduled to begin March 31, said Wesley Baker, the PAE construction manager. The avenue runs from Channel Street to Weaver Street, passing the Exchange, Child Development Center and the Bowling Center. The project, contracted by Double Bit Inc., from Athens, Texas, will replace two layers of old asphalt with new, said Baker. The first phase of work, from Channel Street to Fields Street, will take approximately 55 days, depending on weather. During phase one, the Commissary and the Exchange parking lots will be accessible from Fields Street or Munsey Street. The CDC will be accessible from the intersection of Fields Street and Phillips Avenue. The one-way access drive at the center will become a two-way. The vehicle resale lot by the Exchange will be closed during phase one. The second phase of the Phillips Avenue repaving will begin once phase one is complete. Phase two will repave between Fields Street and Weaver Street on the northeast side of the Bowling Center. Phase two will take approximately 30 days, depending on the weather.
