General Nowland, the director of Plans, Programs, Requirements and Assessments at Headquarters, Air Education and Training Command at Randolph Air Force Base, Texas, and a former commander of the 71st Flying Training Wing at Vance Air Force Base, Okla., was the guest speaker for the Joint Specialized Undergraduate Pilot Training Class 12-04 graduation ceremony Jan. 27 at Vance Air Force Base. After the graduation, General Nowland participated in a two-ship advanced T-38 formation sortie with members of the 25th Flying Training Squadron.
